No idea about (2) or (3), but here is my theory for (1).<BR/><BR/>Hypothesis :-<BR/><BR/>* 'consultation' offers serfs a sense of participation in the decision making process<BR/><BR/>* a sense of participation would make some (if not, most) serfs happy and contented<BR/><BR/>* happy and contented serfs make good economic sense<BR/><BR/>Hence, 'consultation' makes good economic sense.
